The transport communication can become the principle structural unit. It is also essential to move the capital to the geographical center of the country, since Moscow is no longer able to perform all the assigned duties and became almost unsuitable for life. Some regions are still almost uninhabited because of the relief structure. It is caused by the difficulties in infrastructure organization, transport accessibility and in energy supply. Creating in these areas small autonomous self-sustaining settlements which would use local renewable energy sources is essential.
