of communication, as well as smaller rooms for hobby groups, administration, a dining room, a library and an observatory around the main volumes of an audience hall, a sports hall and the atrium. A balance of architectural volumes and visual divisions is created, and because of this the image of the Palace is perceived as a single whole, the facades and interiors are impressive, except for some details, which were obviously brought in by the Soviet seventies – such as vague abstract reliefs on interior walls and facades. Appealing to classical Constructivism forms, such as revealing parts of construction on the facade, using concrete and ramps in the interior as well as applying an expressive linear composition and precise lines, reveals the author’s skill to wisely utilize the tried-and-true design techniques. The spiritual aspect of such architecture has vanished along with manifestos of modernists dreaming about the new society. The decline of Socialism did not need the new society or the new man, it needed universal acclaim.
