The most im- portant conditions for this re-planning are: the proper disposition of dwelling houses, industries, railway transport and warehouses, the deepening of the Moscow River and the introduction of new ponds, canals, etc., the elimination of congested areas, the proper organizatipn of residential districts and the creation of normal and healthy living conditions for the population." Moscow must become a city which is laid out to the best advantage, a city with well-organized municipal ^enterprises and services. Furthermore, Moscow must be- come a city of outstanding architecture. The Soviet government stands not only for comfortable homes, but also for beautiful living quarters, not only for municipal improvements in the city, but also for a beautiful city. The decision of the Council of People's Commissars of the U.S.S.R. and the Central Committee of the C.P.S.U. -states that . . Uniformity in the architectural treatment of the squares, thoroughfares, embankments and parks must be achieved and the best examples of classical and modern architecture, as well as all achievements in the technique of building construction, must be utilized. . . ."
